Anatolii Vaskivskyi is from the village of Vovchykiv and worked as a construction worker before his captivity in Russia.

Abduction

On 21 March 2022, Russian military forces forced their way into Anatolii’s house. Without explanation, he was forcibly taken from the house and abducted. Initially, nothing was known about his whereabouts.

He is currently being held unlawfully in a penal colony in the city of Donskoy (Tula Region, Russian Federation).

Health Condition

Anatolii already had some health problems before his captivity. How his health condition has changed since then is unknown. He has a scar on his right cheek. There is a knife scar on his right leg. According to his family, this scar is the result of the torture Anatolii suffered at the hands of the Russian forces in Ukraine.

Subject: Request for the Immediate Release of Ukrainian Civilian Anatolii Vaskivskyi

Dear Ambassador [INSERT] / Dear Ombudswoman Moskalkova,

I am writing to draw your attention to the arbitrary detention of Ukrainian civilian Anatolii Vaskivskyi (born April 4, 1982), who was unjustly arrested and abducted on March 21, 2022, in the village of Vovchykiv, Kyiv Region.

Anatolii was forcibly taken from his home without any stated reason. His whereabouts were initially unknown. It is now known that he is being held illegally in a penal colony in the city of Donskoy (Tula Region, Russian Federation). No formal charges have ever been brought against him.

I am especially concerned by reports of possible torture that Anatolii may have suffered at the hands of Russian soldiers in Ukraine. His family has reported visible injuries, including a facial scar and a knife wound on his right leg. His current state of health remains unknown. Anatolii is an innocent civilian, being detained without any legal basis. The rights and freedoms of individuals in such circumstances must be fully respected and protected.

I urge you to advocate for the lawful and humane treatment of all civilian detainees in Russia, particularly those abducted from Ukraine. Please ensure that Anatolii is granted access to his family and provided with legal representation.

Letter to the Ukrainian Authorities

I am writing to draw your attention to the abduction of Ukrainian civilian Anatolii Vaskivskyi (born April 4, 1982) by Russian military forces. He was unjustly detained on March 21, 2022, in the village of Vovchykiv, Kyiv Region. I kindly ask that his case be recorded in the Register of Persons Missing under Special Circumstances.

On that day, Anatolii was forcibly taken from his home. His whereabouts were initially unknown. It is now known that he is being held without legal basis in a penal colony in the city of Donskoy (Tula Region, Russian Federation). No charges have ever been brought against him.

I received information about Anatolii’s case from the International Society for Human Rights (ISHR), which advocates for Ukrainian civilian detainees through public awareness campaigns, appeals, and sponsorship programs. The organization is in close contact with the families of the abducted and works to raise awareness about the situation of Ukrainian civilians and the torture they are subjected to in Russian captivity.

I have already addressed an appeal to the Russian authorities, highlighting Anatolii Vaskivskyi’s situation and calling for his release.
