Oleksii graduated from the Naval Academy in 1986. He was the commander of the Ukrainian Navy’s reconnaissance ship “Slavutych.” Since 2001, he has been retired. In recent years prior to his captivity, he was active professionally, voluntarily, politically, and publicly. He founded the non-governmental organization ‘Internally Displaced Persons SOS’ and worked as a volunteer for the Ukrainian Red Cross.
Abduction
On July 17, 2022, Oleksii was arrested near his home in Henichesk by Russian forces. A black car pulled up, two men dressed in black got out, put a sack over his head, and forced him into the vehicle. He was first taken to his house, where they illegally searched the premises, confiscated his equipment (including his laptop), and stole his car. He was then brought to the local police station, where he was held in the basement for five days. Oleksii was beaten, tortured with electric shocks, and interrogated about the Ukrainian Territorial Defense in Henichesk, of which he had no knowledge, having been retired from military service for 23 years.
On 22 July 2022, the Russian military brought Oleksii to the border with Crimea and handed him over to the Federal Security Service in Simferopol. The documents show that he was detained at a Russian checkpoint when he allegedly tried to enter the territory of Crimea. Oleksii was then taken to the pre-trial detention center in Simferopol, where he was held for about a year. An unfounded charge of terrorism was brought against him.
On 17 February 2023, Oleksii was sentenced to 8.5 years in prison for allegedly organising a ‘naval blockade of Crimea’. The case was fictitious. Oleksii was held in a maximum security prison No. 2 (‘Vladimirsky Central’) in the city of Vladimir, Vladimir region (Russian Federation). It is currently known that Oleksii is being prepared for transfer to another penal colony.
Oleksii Kyselov is currently being held in penal colony No. 17 in the city of Murmansk (Murmansk region, Russian Federation).
Health Condition
Before his captivity, Oleksii suffered from eczema. After his abduction, Oleksii was severely abused by the Russian military. He was held in a cellar and systematically beaten and tortured with electric shocks. After these ordeals, Oleksii could no longer even hold a pencil. He demanded to see a doctor. It was only after Oleksii went on hunger strike that he was finally allowed to see a doctor after several months. It is not known what help the doctor gave him.

Dear Ambassador [INSERT] / Dear Ombudswoman Moskalkova,
I am writing to draw your attention to the arbitrary detention of Ukrainian civilian Oleksii Kyselov (born February 2, 1964), who was unjustly abducted and arrested on July 17, 2022, in the city of Henichesk (Kherson Region).
On July 17, 2022, Oleksii was arrested by the Russian military near his home in the city of Henichesk. He was taken to the local police station, where he was held in the basement for five days. During this time, he was beaten, tortured with electric shocks, and pressured to provide information about the Ukrainian Territorial Defense in Henichesk. On July 22, 2022, the Russian military transferred him to the Crimean border and handed him over to the Federal Security Service in Simferopol. On February 17, 2023, Oleksii was sentenced to 8.5 years in prison. He was initially held in High-Security Prison No. 2 (“Vladimir Central”) in the city of Vladimir, Vladimir Region, Russian Federation. He is currently held in Penal Colony No. 17 in the city of Murmansk, Murmansk Region, Russian Federation.
I am especially alarmed by reports of torture and mistreatment of detainees in Russian penal colonies and pre-trial detention centers. Oleksii Kyselov is an innocent civilian who is being held without any legitimate legal basis. The rights and freedoms of individuals in such situations must be fully respected and protected.
I urge you to ensure the lawful and humane treatment of all civilian detainees in Russia, particularly those abducted from Ukraine. Please ensure that Oleksii is granted contact with his family and provided with legal representation.

I received information about his case from the International Society for Human Rights (ISHR), which conducts public advocacy, appeals, and sponsorship programs for Ukrainian civilian detainees. The organization is in close contact with the families of those abducted and works to raise awareness of the torture and mistreatment faced by Ukrainians in Russian captivity.
I have submitted an appeal to the Russian authorities, highlighting Oleksii Kyselov’s case and calling for his release.
