Abduction

On March 18, 2022, at 4:20 p.m., Serhii was driving his own dark red VAZ-2108 car with license plate BM8830BK to visit his grandmother in the neighboring village of Novooleksandrivka in the Sumy Region. At the intersection between the villages of Hrabovske and Khmelivka, near the village of Krasnopillia, Serhii was detained by Russian military forces and illegally deported to Russia.

According to available information, Serhii is currently being held in Penal Colony No. 4 in the city of Alekseyevka (Belgorod Region, Russia).

Health Condition

Before his captivity in Russia, Serhii had no health issues. According to the most recent information, he now suffers from acute heart problems as a result of his imprisonment. It is currently unknown whether he is receiving any medical treatment.

Subject: Request for the immediate release of Ukrainian civilian Serhii Shevchuk

Dear Ambassador [INSERT] /Dear Ombudswoman Moskalkova,

I am writing to draw your attention to the arbitrary detention of Ukrainian civilian Serhii Shevchuk (born 29.01.1997), who was innocently abducted and arrested on March 19, 2022 in the village of Krasnopillia (Sumy region).

On March 18, 2022, at 16:20, Serhii was driving his own dark red car VAZ-2108 with the registration number BM8830BK to his grandmother’s house in the neighboring village of Novooleksandrivka in the Sumy region. Serhii was detained by the Russian military at the intersection between the villages of Grabovske and Khmelivka, which are located near the village of Krasnopillia, and illegally abducted to Russia. According to available information, Serhii is in penal colony No. 4 in the city of Alekseevka (Belgorod region, Russia).

I find the reports of torture and ill-treatment of prisoners in Russian penal camps and pre-trial detention centers particularly disturbing. Serhii Shevchuk is an innocent civilian detained without any legitimate legal basis. The rights and freedoms of the persons concerned must be fully respected and protected.

I appeal to you to advocate for the lawful and humane treatment of all civilian prisoners in Russia, especially the abducted Ukrainians. Please allow him contact with his family and provide him with legal counsel.

I received the information about the prisoner from the International Society for Human Rights (ISHR), which is involved in public relations work, appeals and sponsorships for Ukrainian civilian prisoners. The organization is in close contact with family members of the deportees and tries to draw attention to the situation of the deported Ukrainians and the torture to which they are subjected in Russian captivity.

I have made an appeal to the Russian authorities, drawing attention to the situation of Serhii Shevchuk and calling for his release.
